Speaker Bio:

 

Dr. George Hsieh, president of Northwestern Polytechnic University (NPU), has been dedicated to the fields of science, technology, and management for more than three decades. 

Dr. Hsieh has devoted in broad-based technology development and effective professional education throughout these years.  His human resource management techniques and effective teaching methodologies, coupled with the object-oriented educational model of student learning, have successfully transformed thousands of individuals into successful professionals. Under the leadership of Dr. Hsieh, NPU has rapidly become one of the outstanding institutions in Silicon Valley.  

Dr. Hsieh also has been very active in supporting the advancement of higher education in the international communities, particularly in Asian countries.  In the past twenty years, he has visited more than 200 institutions of higher learning and many high tech districts/parks in China, Taiwan, HK, Japan, Korea etc. and more than 100,000 attendees have attended and benefited from hundreds of speeches/ presentations/lectures given by him.  

In addition, Dr. Hsieh has exerted great efforts and made great contributions in promoting east and west cross cultural understanding as well as in cultivating business corporation between Asian companies and corporations in Silicon Valley.

3.1               Lehman Says Capex Trend Has Turned

 

Lehman Brothers says things in telecom land are getting better and will continue to get better.

 

The bank's telecom equipment analyst, Steve Levy, raised his capital spending forecast, saying capex will increase 6 percent in 2004. Levy previously predicted a 5 percent capex jump and says the improving capital expenditure picture will help boost the revenues and profit margins of the equipment vendors.

 

“On the margin, things are getting better, and we’ve reached an important inflection point,” Levy said today on a conference call with investors.

3.2               Courts Overrule FCC Again

 
A U.S. appeals court today overturned some key FCC positions on UNE-P line-sharing, 
resulting in a rally for the shares of incumbent service providers and applause from the 
minority seats in the FCC.
 
In last August's Triennial Review, the FCC delegated much of the regulation of local 
telecom line-sharing to individual states. At the same time, the FCC rules said carriers had 
no obligation to share access to any new construction of fiber optic broadband access. 
The decision deeply divided the FCC, which split 3 to 2 on the decision on UNE-P and 
states' rights (see FCC Rumbles on the Rules , Fiber Surprise in FCC Rules? ).
 
Today, the U.S. Court of Appeals, D.C. Circuit, said the FCC had no authority to hand 
control of UNE-P line-sharing over to the states. It also upheld provisions exempting 
line-sharing requirements for newly built fiber-access line sharing.
